Bid change
Move a bid toward what the evidence says the target can afford.
Cuts happen when a target's ACOS is meaningfully above its governing target. Raises happen when it is below and has room to grow.
Two constraints always apply: the Clamp limits how far any single bid can move in one run, and raises additionally require verified Stock cover — buying more traffic for something you cannot ship is the most expensive kind of mistake.
