Uploads fail quietly. A row can be rejected, a file can partially apply, and nothing tells you.

AutoPPC re-reads live state on the next pull and compares it against what was expected. A row that did not land is flagged and returned to the queue rather than counted as applied. Changes made outside AutoPPC get caught the same way.
